Community Leaders
Round Table Charter
Purpose
The Argonne National Laboratory-East (Argonne) and U.S. Department
of Energy (DOE) Argonne Group (ARG) will establish a Community Leaders
Round Table to exchange information and encourage development of mutually
beneficial relations with their stakeholders. The Round Table will be
jointly sponsored by Argonne and DOE and consist of community leaders
to focus on activities at Argonne .
The Round Table will provide Argonne and DOE-ARG a structural forum
to present information on areas of interest at Argonne such as research,
budgets, waste management, environmental restoration, regulatory compliance
and other activities of interest to the community. One of its important
functions will be to allow opportunity for community leaders to present
their concerns.
Benefits
The Round Table will provide the following benefits:
- Provide an opportunity for Argonne and DOE-ARG to explain proposed
or ongoing activities at Argonne National Laboratory-East site to improve
community leaders' understanding of activities at the site
- Discuss issues of concern or interest to the community
- Enhance prospect for community support for Argonne and DOE laboratory
initiatives
- Provide DOE and Argonne an opportunity to address stakeholder issues
on a continual basis
- Provide a forum for announcements of new developments at the laboratory
Membership Invitation Process
The organizations invited will be strongly urged to send representatives
or delegates who will commit to the Round Table for periods sufficient
to maintain continuity of the group. The invited leaders will include
U.S. Senators and Representatives, State of Illinois Senators and Representatives,
DuPage County officials, Cook County officials, Forest Preserve District
of DuPage County representative, DuPage County Water Commission representative,
and representatives from townships, villages, cities, environmental groups,
and homeowners associations within an approximately 10-mile radius of
the laboratory. Other leaders immediately outside this area that have
previously expressed interest in Argonne activities will also be invited.
In addition to the invitees, persons who identify themselves as leaders
with verifiable constituents will be allowed to participate in the Round
Table.
Round Table Meetings
The services of a person from outside Argonne and DOE will be acquired
to moderate the Round Table sessions. Argonne and DOE will not direct
the activities of the Round Table; the members will control the meeting
themselves.
The meetings will be conducted at the Argonne site in the evenings and
will be limited to two hours. At the first meeting, the concept of the
Round Table will be explained to the members and the meeting will be
opened for a question and answer session. This Round Table will not be
operated as a Site Specific Advisory Board as defined by the Federal
Advisory Committee Act. The members will establish their own schedule
(i.e., date and time) and agenda for ensuing meetings. It will be recommended
to the group that they follow the general outline below for meeting agendas:
- Argonne and DOE presentation on topics identified at previous meeting
- Informal question and answer session
- Informal comments by Round Table members
- Discussion of other topics and selection of topics for next meeting
- Adjournment
The media will be invited to observe, but not participate in the sessions.
They can speak with Round Table members, as well as Argonne and DOE representatives,
after the sessions.
Argonne and DOE will designate a specific contact person who will be
responsible for activities of the Round Table. The contact person will
ensure that the Round Table is operated smoothly (e.g., logistics of
planning and operating the meetings including sending out invitations,
coordination of speakers, and coordination of responses to questions
missed during the meeting).
