Lab wins state pollution prevention award

Argonne and the U.S. Department of Energy have been awarded the 11th Annual Illinois Governor's Pollution Prevention Certificate of Recognition.

The 'continuous improvement' certificate is the state's second highest award to Illinois organizations for outstanding achievements in pollution prevention.

"We recognize Argonne for looking beyond traditional treatment, control and disposal methods and focusing instead on reducing waste at the source," said Governor Jim Edgar in a letter to Argonne Director Dean E. Eastman. "Your commitment to a pollution prevention program has not only proven cost effective to your organization, but also beneficial to worker safety and the environment."

Argonne and DOE are among 21 businesses and other organizations honored for achievements in reducing toxic emissions and hazardous waste.

Argonne's pollution prevention program, which began as a grass roots movement, has grown to a more formalized program that now brings many economic benefits to the laboratory.

Examples of pollution-prevention projects that provide Argonne with economic or environmental benefits include:

    * The Mixed Office Paper Recycling (MOPP) Program, which saves the laboratory about $30,000 a year. More than one million pounds of paper was recycled in 1997.

    * A scrap metal recycling program that diverts waste from landfills and has already recycled more than 330 tons of waste at a cost savings of $64,000.

    * The recycling of lime sludge for agriculture use, which saves $192,000 per year in disposal costs and benefits Illinois farmers.

    Only a few days
    remain in lab's
    'recycled' toy drive

Only a few days remain in Argonne's "recycled" toy drive. DOE and Argonne employees have until Friday, Dec. 5, to donate toys for the children of Chicago's West Garfield Park neighborhood.

Toys can be dropped off at the Argonne Fire Station. Donated toys must be reusable, safe, in working condition, clean and intact. Suggested items include puzzles, games, books, cassettes, bicycles, tricycles, wagons, dolls, roller skates, ice skates, electronic toys and electronic equipment. Toy guns or toys in poor condition will not be accepted.

They will be donated to Bethel New Life's Christmas Family Sharing Project. Bethel New Life is a partner with Argonne in several recycling and environmental projects to help restore Chicago's West Garfield Park area.

So far, four gurneys have been filled with toys since the drive began No. 14.

Argonne's Waste Minimization and Pollution Prevention Advisory Committee is sponsoring the drive. For more information, call Tina Kilmer (PFS-FPE) at ext. 2-5347.

    Argonne-West's Dawn Rees honored by
    Idaho Falls Chamber of Commerce

Argonne-West's Dawn Rees (ED) has received a 1997 Salute to Women in Business and Professions Award from the Idaho Falls Chamber of Commerce.

Rees, an electrical engineer, began working at Argonne in 1990 in support of instrumentation and control modifications for the Fuel Conditioning Facility (FCF). She later was responsible for emergency power distribution systems, for which she received the Idaho National Engineering and Environmental Laboratory Quality Improvement Award in 1992.

During the FCF modifications, she was assigned to fill in for a supervisor, and her performance and success led to the appointment being made permanent. She later served as project coordinator for electrical and instrumentation and control, and as manager of the FCF Modification Project. She currently holds the dual roles of manager of the Engineering Services Department and manager of the Electrical Engineering Section.

Rees received the Argonne Performance Appraisal Award in 1996 and a Pacesetter Award in 1996 for her work on the FCF modification.

She is active in the Argonne section of Women in Science and Technology, and works in support of the Young Women's Conference, which promotes non-traditional careers in science and technology to young women. She is a 1997 nominee for the prestigious Upward Mobility Award, a national recognition presented by the Society of Women Engineers.

    IEPA issues waste management permit

The Illinois Environmental Protection Agency (IEPA) has issued a 10-year permit to DOE and Argonne-East for the management of hazardous and mixed waste generated on site. The final permit, known as the Resource Conservation and Recovery Act (RCRA) Hazardous Waste Management Part B permit, became effective Nov. 4.

The Part B permit covers only wastes that RCRA classifies as "hazardous." At Argonne-East, this refers to small amounts of chemical wastes generated by Argonne research, including the "hazardous" chemical components of some wastes that also contain radionuclides.

After collection and preparation, Argonne-East's hazardous and mixed wastes are transported off site for further treatment and disposal. Argonne does not accept waste from off-site facilities, nor does it dispose of any waste on site.

"The permit also requires the laboratory to develop a corrective action program to investigate any environmental problems resulting from past waste management practices and, where necessary, perform remedial work," said Gregg Kulma (EMO).

Since 1992, Argonne has voluntarily conducted corrective actions and has reduced the number of solid waste management units requiring corrective actions from 384 to 52.

"This reduction represents a significant cost savings to the laboratory," said Kulma.

Argonne has been operating under interim status since 1982, which allows facilities to manage hazardous waste in accordance with standards until the final permit is issued.
