H. Carol Bernstein has been appointed gen-eral counsel and director of Argonne's Industrial Technology Development Center (ITD).
As general counsel, Bernstein will direct the laboratory's legal department, which works with and advises Argonne management on legal and business matters, including intellectual property, labor and employment, procurement and environmental and regulatory issues.
ITD is the focus for Argonne's technology transfer efforts, directed toward enhancing the nation's industrial competitiveness and the laboratory's research and development programs. ITD helps private industry and not-for-profit institutions gain access to Argonne's scientific expertise and intellectual property in a variety of ways, including cost-shared and full-cost R&D, licensing and personnel exchanges.
Previously, Bernstein was an associate general counsel for IBM and vice president, secretary and general counsel of Advantis Corp., an IBM subsidiary.
She has been an adjunct faculty member at Northwestern University since 1993, and has been a visiting lecturer at the United States Military Academy at West Point since 1991. Many of Bernstein's classes focus on science and technology policy issues, including the national laboratory system.
Bernstein's mother, Elaine Katz Bernstein, was a member of the "Metallurgical Laboratory" at the University of Chicago, the team led by Enrico Fermi dedicated to building the first nuclear reactor. Elaine Katz was one of the first women scientists hired at Argonne, and continued her research on the effects of radiation and heavy metals on liver function as an associate scientist until 1958. She then served as a consultant to Argonne and wrote journal articles until 1965.

Argonne-West will help young women in grades seven through 12 learn about a variety of non-traditional careers at the 12th Annual Young Women's Conference.
The conference will be held on Saturday, March 14, from 8 a.m. to 2:15 p.m. at Taylorview Junior High School in Idaho Falls.
The conference includes hands-on workshops in chemistry, structural engineering, optometry, pharmacy, archaeology, investment counseling, legal counseling, military, veterinary medicine, broadcasting, microbiology, and robotics. Displays will provide information on Women in Science and Technology, created by Argonne-West; the American Chemical Society; the Idaho Section of the American Nuclear Society; and the armed forces.
Other conference sponsors include Idaho Falls School Districts 91 and 93, DOE, Lockheed Martin Idaho Technologies Corporation and the Society of Women Engineers.

The Information and Publishing Division has stopped routing journal issues between library locations at Argonne-East, so employees will always be able to find new issues in each journal's "home" location.
If an employee needs a copy of an article from a journal in another building, the library staff will make a copy of the journal article and mail it to the requester free of charge. Employees will still be able to visit the library themselves and make personal copies.
IPD offers other services to help researchers cope with the enormous amount of scientific and technical literature being published. Through ACCESS (Argonne-University of Chicago Current Contents Electronic Search Service), researchers can sign up to have journals' tables of contents (and abstracts if available) sent to them by e-mail. Whenever the ACCESS database is updated with new data for those journals, the researcher automatically receives a new table of contents.
Weekly subject updates are also available: each time the ACCESS database is updated, a customized subject search is performed, and the results sent to the requester's e-mail address.

Hackers, duffers and even scratch golfers are invited to bring their putters to Argonne-East's Building 402 Gallery on Feb. 24 and 25 for an indoor "office golf" putting tournament.
The winner will represent Argonne against 63 other "office golfers" from institutions in the Chicago area on Wednesday, March 4, at the Fairmont Hotel in downtown Chicago.
The winner of the championship will win a one-week trip to Scotland for four persons, including five rounds of golf on some of the world's most famous golf courses -- including St. Andrews, courtesy of The Glenlivet Scotch Whiskey.
Registration and qualifying rounds, if the number of entrants requires them, will be held Tuesday, Feb. 24, starting at 5 p.m. The tournament will be held on Wednesday, Feb. 25.
The course will comprise five holes, with the "hole" being an official whiskey glass supplied by The Glenlivet. Proper business attire will be required on the course at all times.

An evaluation of Argonne-West's on-site mail service has resulted in a new, once-per-day delivery schedule.
The following delivery schedule has been enacted on a trial basis:
* 10:30 a.m. -- Morning mail run to all mail stops.
* 11:30 a.m. -- Deliver Federal Express and priority packages (time may vary upon arrival on site).
* 1:45 p.m. -- Afternoon mail n run to associate laboratory director, division directors, Argonne Group-West, Accounting and Procurement. Pick up outgoing Federal Express packages.
* 3:30 p.m. -- Pick up outgoing U.S. Mail at Building 751.

Argonne Guest House Executive Chef Chris Kaminski will showcase his specialty -- Cajun cooking -- at a Mardi Gras celebration on Monday, Feb. 23, and Tuesday, Feb. 24, from 5 p.m. to 8 p.m.
The menu will feature dishes like crab cakes with sweet corn dressing, seared salmon with andouille hash and jambalaya.

John Hull, manager of the Electromechanics and Superconductivity Applications Section of the Energy Technology Division, has been promoted to senior mechanical engineer.
Hull has initiated and led programs in applications of high-temperature superconductors, magnetic levitation and flywheel energy storage.
He is a fellow of the American Society of Mechanical Engineers (ASME); a senior member of the Institute of Electrical and Electronics Engineers; and was chairman of ASME's Superconductivity Technical Committee from 1994 to 1997.
Honors Hull has received include the University of Chicago Distinguished Performance award in 1995 and an Argonne Director's Award in 1991. Industry Week magazine placed him on its list of Top 50 R&D stars in 1995.
Hull holds 18 U.S. patents and has written more than 70 journal articles and presented more than 70 conference papers.

Metallurgist Omesh Chopra (ET) has been promoted to a senior scientist.
During his career at Argonne, Chopra has conducted research on structural materials used in different energy production systems, including nuclear reactors.
His current research has focused on steels that are used in piping and pressure vessels of light-water reactors. His research results on fatigue and fracture of these materials are widely used by both the industry and the U.S. Nuclear Regulatory Commission to assess the effects of service environments on the structural integrity of reactor components.
Chopra has worked with the Pressure Vessel Research Council of the Welding Research Council and the American Society of Mechanical Engineers (ASME), where his research has been peer reviewed and incorporated into ASME design codes. He also has authored or co-authored 100 technical journal articles and conference papers.

Representatives from Prudential will visit Argonne-West on Thursday, Feb. 26, to conduct a seminar on the Argonne Retirement Plan.
Prudential employees will present information on basic investing, asset allocation and specifics of the Prudential plan and its options. Sessions will be held in the L&O Conference Room at 9 a.m., 10:30 a.m., 1 p.m. and 2:30 p.m.

A new sitewide program that allows Argonne-East employees to order refurbished laser toner cartridges is predicted to save about $40,000 per year.
BT Office Products will stock refurbished toner cartridges and make them available through the Argonne Material Ordering System (AMOS) for next-day delivery.
In the past, Argonne's used printer toner cartridges were collected and sold to a toner cartridge recycling company where they were refurbished and then sold for reuse.
Using refurbished cartridges helps Argonne complye with a federal order requiring DOE sites to increase purchases of Environmental Protection Agency (EPA)-designated recycled products.
The new toner recycling effort is the result of a successful six-month pilot program performed at Environmental Management Operations.
EMO found the quality and performance of refurbished toner cartridges equal to original manufacturer equipment. Refurbished cartridges also cost less than new cartridges.
To order refurbished cartridges, enter the catalog number of the part usually ordered, and the AMOS system will provide the new part number for the equivalent re-manufactured cartridge.

The Argonne Call and Caper Club is searching for Argonne employees to assume the offices of club president and treasurer through the next season of square and round dancing.
In addition to the regular duties of president or treasurer, an officer is required to lock and unlock Argonne-East's Building 951 and be present during club activities at the building. Although not required, candidates should be square dancers.

The Argonne Amateur Radio Club will host a SKYWARN training program on Wednesday, Feb. 25, at 7 p.m. in Argonne-East's Building 951 (the Argonne Park recreation building).
Presented by a severe weather meteorologist from the National Weather Service Office in Romeoville, Ill., the program will cover severe weather spotting and tornado identification.
Participants may apply for severe weather spotter certification.
SKYWARN is a collection of volunteer weather spotting groups around the country working in conjunction with National Weather Service Forecast Offices.

High school and junior high school science and social studies teachers are invited to attend a series of seminars on large mammal biology at Argonne-East.
Lectures will be held in Argonne-East's Building 223 Auditorium on Tuesdays from 7 p.m. to 9 p.m.
Seminars are sponsored by the Associated Colleges of the Chicago Area, a consortium of 16 private liberal arts colleges formed in 1966 to promote cooperation in science education with Argonne.
