Biography

Charles Van Groningen is a software developer and project manager specializing in the development and use of complex modeling and analysis tools. He led the development of a wide range of applications:

  • Military deployment, distribution, and deployment analysis by developing ELIST (Enhanced Logistics Intra-theater Support Tool);
  • Military bridge structure analysis by developing the Smart Bridge tool which assists military analysts remotely determine whether large vehicles traverse bridges; and
  • Public health emergency management plan analysis by developing and using the LPAT (Logistics and Process Analysis Tool) – evaluating responses to large scale emergencies such as hurricanes and earthquakes, responses to biological and chemical events requiring mass distribution of prophylaxis, and evaluating hospital emergency room operations to understand their surge capacities;
  • Mission planning systems for the Special Operations Command of the U.S. Military; and
  • Assessing environmental impacts by developing the IMPACTS module of the Energy Planning and Evaluation Program.
