Hazardous Materials Rapid Intervention Team (Hazmat RIT) Program (PB-18-025)

A course providing firefighters with the necessary advanced skills to effectively operate as a member of a rapid intervention team (RIT) in the case of a hazmat incident. Hazmat RIT combines classroom lecture and hands-on scenario based training.
Technology Commercialization Opportunity

The Hazardous Materials (Hazmat) Rapid Intervention Team (RIT) program is a specialized training initiative designed to enhance firefighter safety and survival during hazardous material (hazmat) incidents. The program addresses the critical need for a standardized approach to rescuing incapacitated Hazmat Technicians operating in high-risk environments, such as oxygen-deficient atmospheres or chemical exposure zones, while addressing the shortage of available Hazmat Technicians. Developed by a Hazmat Technician at the Argonne Fire Department, this program combines classroom instruction and hands-on scenario-based training to prepare firefighters for rapid intervention in hazmat incidents.

Program Overview
Hazmat RIT Concept: A rapid intervention team of state certified and Hazmat Operations trained firefighters equipped to rescue downed Hazmat Technicians during hazmat incidents.
Training Modules: Includes classroom learning and hands-on training covering skills such as suit removal and decontamination. Annual refreshers and a train-the-trainer program are also available.

Opportunity & Solution
Opportunity:
•    Lack of Standards: No existing protocols for Hazmat RIT operations, unlike NFPA 1407 for structural firefighting.
•    Increased Risk: Hazmat Technicians face heightened dangers, including oxygen-deficient atmospheres and chemical exposure.

Solution:
•    Standardized Training: Provides a formal curriculum to prepare firefighters for rapid intervention in hazmat incidents.
•    Enhanced Response: Ensures effective rescue operations using existing resources and trained personnel, such as leveraging Operations Level firefighters.

Benefits:
•    Improved Safety: Reduces risks for Hazmat Technicians in hazmat incidents through rapid and effective intervention.
•    Regulatory Compliance: Aligns with OSHA and HAZWOPER requirements for task-specific training.
•    Resource Optimization: Utilizes Operations Level firefighters to expand rescue capabilities and leverages readily available equipment.
•    Statewide Consistency: Promotes adoption of standardized Hazmat RIT procedures across fire departments.

Applications and Industries
Applications:
•    Fire Departments: Implementation of Hazmat RIT teams for hazardous material incidents.
•    Emergency Response Training: Integration into firefighter certification programs.

Industries:
•    Fire and Emergency Services: Enhancing firefighter safety and operational efficiency.
•    Chemical and Industrial Sectors: Supporting emergency response plans for hazardous material facilities.
•    Public Safety: Mitigating risks to first responders during hazmat incidents.

The Hazmat RIT program addresses critical gaps in hazardous material response, ultimately reducing the risk of fatalities of Hazmat Technicians while promoting standardized practices and safety across the fire service.
